'Know the Code' e-bike safety campaign

Last week, the NSW Parliamentary Inquiry into the use of e-bikes, e-scooters, and related mobility options was handed down. The findings reflect the significant measures Northern Beaches Council has taken in advocating for policy changes and running the 'Know the Code' campaign. This initiative, Australia's first behavioural change campaign focused on e-bike safety, has set a new benchmark for government-led efforts in this area

The 'Know the Code' campaign was designed to improve pedestrian and rider safety by fostering a culture of respect and safety among e-bike users. By leveraging insights, partnerships, and creativity, the campaign successfully motivated better e-bike riding behaviour and supported advocacy for policy changes and guidelines around e-bikes in NSW. 

The campaign's multichannel approach aimed to raise awareness of the new e-bike code and encourage safe behaviour among young e-bike riders. The simple code, mirroring the surfer’s code, consisted of three easy-to-recall actions, making it effective in promoting multiple behaviour changes.

The NSW Parliamentary inquiry report acknowledged the Council's efforts, recommending a range of measures to improve pedestrian and rider safety. These include speed limits on footpaths for e-bikes, establishing safety standards, updating the Road Rules and Driver Knowledge Test, and implementing a social media campaign to target young riders.

Northern Beaches Council has led the way in addressing these important issues, and it is now up to the NSW Government to consider the report and respond to the recommendations within it. The campaign's success has also garnered interest from several Australian councils, who have requested permission to use the campaign.

In addition to the campaign's achievements and the NSW Government inquiry, advocacy and campaign activities have resulted in Bicycle NSW producing an online module for responsible bike riding, the NSW Department of Education trailing a new e-bike education module, Transport for NSW commencing research into e-bike riders at local high schools.

The Know the Code campaign has established Council as a catalyst for change in e-bike safety, setting a precedent for future initiatives aimed at improving safety and fostering a culture of respect among e-bike users.

  • Slow down to walking pace when others are on the path 
  • Ring your bell and call ‘on your right’ to let others know you’re approaching 
  • Be ready for sudden changes – people, pets and prams can be unpredictable
