Councillor Candy Bingham is a third-generation Manly-ite who has served as an independent councillor on both Manly and the Northern Beaches Councils since 2012. Cr Bingham also served four one-year terms as Deputy Mayor.

With more than 25 years management experience running her own Public Relations & Marketing agency, Candy has worked with small businesses, not-for-profits, major corporations and local and state governments. She is a former Lady Mayoress of Sydney, Coastal Ambassador and the co-author of the recognised textbook on Public Relations in Australia & New Zealand.

Candy has a Master’s Degree in Human Resource Management & Coaching and is a Fellow of both the Public Relations and Marketing Institutes of Australia.

She is a keen ocean swimmer, bushwalker, supporter of the arts and local history buff.

Inauguration speech 2024

I was first elected to Manly Council 12 years ago, and it was a community campaign, we wanted to save Manly Oval from being devastated and turned into a car park, and it actually took the amalgamation to stop that. And so I was very glad for the amalgamation when it came along. And subsequently, we had Manly Oval heritage listed, State Heritage listed, so it was protected forevermore. 

Now, the last eight years have not been easy, to be honest with you. Amalgamation was not easy, everything had to be harmonised, and I do not like that word, but it had to be harmonised. So we had a whole lot of, we had to find new staff, we had to get new policies, and we had to have new processes. But I think we finally got there, and I'm very proud where we've finished up. 

The staff are magnificent, 80% of them work locally. They live on the Northern Beaches, and we are very, very grateful for that. This is a fresh new start then for the council. I think we can actually get on and do things now. And with the seven new Councilors, and I must say, I'm very impressed with you all, particularly the young Greens, Ethan and Bonnie, we're very excited to have some new blood, young new blood, to take over from us eventually. 

One of the things that I found particularly interesting was on the pre poll, almost became like a mini poll, because affordable housing kept coming up time and time again. And I really do think that this is going to be a major, major issue. Well, it is a major issue for us on the Northern Beaches. Fortunately, the staff are well advanced on this, and I think they've got really good solutions. So, we'll look forward to the new LEP and showing you what we have in mind. 

For Manly, I'm very passionate about Manly. I won't hide it, there's no point in it. My focus really is a couple of things, first of all, to bring back brand Manly. It did get lost in the amalgamation. It suddenly became all Northern Beaches, whereas Manly is an identity in its own right. And so we'll be focusing, I hope, on brand Manly again, the Manly Surf Club is in dire need of rebuild. You know, 2 million people surf on that beach every year, and a lot of them have to be saved and heading off towards New Zealand. So we really do have to focus on getting that done. And I do have plans for this town hall. It would make a wonderful entertainment hub. And so we started on that process and I think we should continue it. And of course, the ferries. Funnily enough, it was only last week that the government announced that they will be doing retro lookalike electric ferries. And that's something that we've been campaigning as a community for many, many years. Pity it came after the election. Timing could have been better, anyway. 

I really want to thank my dear husband of 36 years, Jeremy Bingham, former Lord Mayor of Sydney, which is where I first met him, the Good for Manly team and volunteers who have been magnificent all the way through and have supported me for 12 years, my fellow running mates who was Taylor Schroer and Peter Greentree, and really the residents of Manly. I mean, just between us, we do know that Pittwater and Manly are the most demanding residents. No, no, sorry, we do have statistics. You know, we have statistics on that. But we love them all and they keep us honest and really looking forward to serving them. And finally, I really want to thank the Northern Beaches Council staff. You know, really all of you, you work so hard and you support us so well. So thank you very much.
