Northern Beaches Council’s CCTV Network and surveillance operations are in place to protect our staff, community, environment and assets. The CCTV network is installed at specific locations throughout the local government area for the following purposes:
- Enhancing public safety by identifying risk, deterring anti-social behaviour and assisting NSW Police for law enforcement purposes.
- Monitoring our natural environment to allow for rapid response to issues such as flooding, fires and inundation during severe weather events, and to allow for monitoring of threatened species and areas of environmental sensitivity.
- Investigation and enforcement relevant to Council legislative powers and obligations.
- Protecting Council from theft and vandalism.
- Collecting data for traffic studies and Council projects.
Where Do We Use Cameras?
Council’s CCTV Network includes, but is not limited to, “closed-circuit television” devices and other types of optical surveillance devices such as temporary portable security cameras, motion sensor cameras, body cameras, time lapse cameras and unmanned aerial vehicles (drones).
It covers various locations in Manly, Balgowlah, Avalon, Dee Why, Collaroy, Narrabeen and Church Point.
Operation of CCTV cameras is restricted to Council owned or managed land and assets within the local area and Council’s workplaces.
Assets can include libraries, recreation and community centres and plazas. We continue looking to improve street lighting and CCTV networks in identified hot spots.

Your Privacy
Some people might be concerned about Council Officers recording their interactions in public. The Privacy and Personal Information Protection Act 1998 (“PIPPA”) prevents anyone doing so unless it’s collected for and directly related to a Council activity. All recorded data must be reasonably and justifiably necessary for that purpose.
Complaints
Complaints relating to the operation of CCTV should be made in writing to council@northernbeaches.nsw.gov.au
Complaints regarding privacy matters should be referred to Council’s Privacy Officer via council@northernbeaches.nsw.gov.au.
